Summary: In 2034, counter-terrorism task force Public Security Section 9 works to ensure that the Internet is not crippled by terrorists. Major Motoko Kusanagi, the previous lead of the task force, returns two years after her disillusioned departure, only to find that a hacker named "The Puppeteer" has masterminded a spat of high-profile suicides. Public Security Section 9 investigates the hacker and discovers a complex conspiracy involving a crippled senior citizen program, a zealous right-wing politician, and a corrupt civil service bureaucracy.
